QUALIFICATIONS

Qualifications and Education Requirements

  • Bachelor’s degree in civil engineering or related program.
  • 3+ years of experience in construction in LRT rail industry and/or management/cost control required
  • Estimating experience in major civil projects (i.e. LRT) and in depth knowledge of major civil project engineering required
  • Proficient in cost, manpower and equipment resource loaded schedule
  • Strong computer skills specially in Bluebeam, AutoCAD, and Microsoft Office.
  • Strong interpersonal and communication skills.
  • Knowledge of and experience with SAP (ERP Software) for PRs (Purchase Requests) process (Budget Assignment) preferred.
  • Strong Organizational skills.
  • Ability to work effectively in a team environment as well as disciplined to work independently.
  • Ability to plan and manage multiple site priorities.
  • Knowledge and experience with Procore preferred.
  • Excellent English communication skills, interpersonal skills, and ethics
  •  Experience in P3 Project and Joint Venture Environment
  • Holds or is eligible to obtain G-Driver’s License.

Preferred Skills

  • Read and understand design and construction drawings.
  • Knowledge of construction contracts.
  • Understanding of construction methods and materials.
  • Quantity estimate and take off.
  • Ability to multi-task, prioritize and work to deadlines.

RESPONSIBILITIES
  • Consult with team members from all disciplines such as Wet Utilities, Structures (Bridges, Retaining Walls), Roadworks, and others heavy civil scopes within the engineering team to ascertain project specifications through research and collaboration.
  • Manage and calculate construction project quantities, comparing design drawings across various disciplines to ensure alignment with project budgets and schedules.
  • Monitor project performance against forecasts by analyzing actual data versus budget baselines and producing detailed reports for project controls.
  • Demonstrate comprehensive understanding of operational issues and project management principles, contributing to the successful execution of projects.
  • Supply performance and subcontractor cost data to support the cost control department, ensuring the system is updated as required.
  • Track, update, and document project design drawings to determine quantities and evaluate tenders throughout the duration of cost control reports.
  • Analyze and recommend appropriate construction materials as part of the estimation process.
  • Prepare variation documents for change orders in construction project contracts. (Estimate the Variation Orders – additional Project scope or new Project) scope – to be included in the Contract with the Client)
  • Responsible for estimating various disciplines in the LRT project, including but not limited to wet utilities, major structures (elevated guideway and retaining walls), roadworks, landscape, trackwork and more.
  • Provide detailed estimates with complete quantity take-off including scope of work.
  • Verify that construction plans comply with building codes and relevant regulations.
  • Requires conducting feasibility studies to ensure financial efficiency and project viability.
  • Lead Take-off Comparison between Drawings Revisions and prepare comparison for Management review
  • Processing the internal PRs (Purchase Requests) understanding the needs requested by the Construction Department
  • Find and assign the PR proper value in the Project Budget and keeping track of any variations
  • Develop and maintain project accounting systems, including cost codes and job cost processing procedures.
  •  Collaborate with area managers in the preparation of production reports.
  • Conduct sit investigations to check the monthly work progress.
